Bhagavad Gita 7.20

कामैस्तैस्तैर्हृतज्ञानाः प्रपद्यन्तेऽन्यदेवताः | तं तं नियममास्थाय प्रकृत्या नियताः स्वया ||

kāmais tais tair hṛta-jñānāḥ prapadyante'nya-devatāḥ | taṁ taṁ niyamam āsthāya prakṛtyā niyatāḥ svayā ||

Translation

Those whose knowledge has been carried away by various desires resort to other divinities, observing various rules, and constrained by their own natures.

Most men do not turn toward Him at all. Their knowing has been carried off by particular desires. They worship other deities, follow other rules, constrained by their own natures. Krishna does not condemn them. He explains them. A man whose appetite is set on success worships at one altar. A man whose appetite is set on safety worships at another. He follows the rules of that worship and gets back, in proportion, what that worship can give. The verse is matter of fact. The world is full of partial worship aimed at partial gods. It is what the partial mind, busy with its own desires, naturally produces.
